From top of my mind: __GLOBAL__. That's the default region which applies to the whole world. /rg info __GLOBAL__ should say as much. It'll list all regions you have access to, and as admin this include the __GLOBAL__ region. Ok so imma say this again, I have not actually edited the worldguard config in any way other than setting time lock in a certain region, global region does not have time lock. But the world still stays at day time. This is becoming a bigger issue as more player join. You can't make it for the entire world, unless you have a border or something limiting the players to a enclosed space.
